October 2023 LA Metro update on Vehicle Miles Traveled Mitigation program. Seems to be going forward with VMT Bank option with subregional banks. Projects that increase vehicle miles must buy VMT credits from bank, bank funds VMT-decreasing projects, such as more transit service.
