I think it's important to point out that it says "tried" for a reason. The initiative was "seemingly paused in August, but could start up again in the future." Important to be aware of, but not actively happening.

Using the contingency fund was part of the USDA's Shutdown Plan (published on their website until a few weeks ago). That suggests to me that they should have been ready to implement it, and that this delay is highly suspicious.
