Re MRR 3, I think it includes a decent number of updates from the 1960 supplement. I noticed one just a few hours ago with Marcus Iunius Iuncus (procos Asia) where Broughton accepts emendation to Velleius in the story with Caesar and the pirates. The entry on Sulla also is substantively revised

Sadly DPRR doesn't provide page references which is kinda bothersome. But it at least means you don't need to search a name just to find nothing.

DPRR allows the entire thing to be searched with crossreferencing to Zmeskal, Adfinitas (2009), as well as Sumner's Orators. It also includes text from MRR 3 which is of substantial value.

Chadha as decided on the basis of presentment and separation of powers. imo it's a bad case making bad law. The INS (now ICE) wanted a stay on some guys deportation; the House leg veto'd the stay, he sued. What the decision broke was oversight of the executive in essentially all other terms.

US emergency declarations are essentially unreviewable ever since the Supreme Court killed legislative vetos in Chadha. Congress' ability to kill an emergency de facto requires presidential consent because it's in the form of a joint resolution.
