It is. But it's also during the workday when feds who still have jobs likely can't escape to the restaurant. I dunno--it doesn't feel like they mean it much.

Unless the fed is Catholic--they picked a Friday in Lent. Not a huge ask for them to do this another day--it's just six weeks.
