It's a brutal indictment of the current devolution settlement for sure... Fiscal Framework in urgent need of review. But not sure i follow the part about Scotland's place in UK?

All legit policy choices but wish we were having a proper debate about the size of these gaps rather than pretending the problems we are stacking up can be “McDoged” or met through efficiencies…
