That would make sense, except they were claiming fake *revenue*, which I'd have assume meant they had to pay MORE tax, not get a GST refund???

Okay, got it. (Great charts!) But if I'm understanding it right, the jiggling/shaving occurs because of transfers between the elected candidates, right? But here, there are only two elected candidates, but 4 stalled rounds. Brown is eliminated at 5 and her votes are reallocated...

Wait no I'm right! Calvert's votes from round 1 gets reallocated at round 2 - it does happen immediately, but then more gets reallocated to them from later rounds, and have to be reallocated from them again.

You're right that the reallocation doesn't happen immediately, but also, I don't really understand what is happening in 6/7/8 here:

Oh wait no. It's not the unranked vote, it's the excess votes. "the surplus *part* of each vote is transferred". Ie. If Candidate 1 is elected with 30% more votes than is required, all of those voters get +0.30 transferred to their next preference.

I think the reallocation of excess votes happens immediately. So each round, either one or more candidates reach the quota and are elected, or the lowest candidate get excluded. So the number of candidates ALWAYS reduces after each iteration.
