I'm reading Paul Johnson (IFS) book Follow the Money. "Defence" had been running at 7% of GDP. This reduces, redirected to the rising costs of healthcare & pensions. Eventually council house building stops, allowing health and pension spend to continue to rise. Apologies if I've mis-recalled this
