Here in Australia we have a trusted independent Australian Electoral Commission that sets electoral boundaries & ballot papers, manages voting rolls, runs elections, & counts votes. Recommend pressing for same. It could be progressively implemented as states sign on & would I think create demand.

Isn’t it funny how long this has been a discussion people been trying to bring to the front, esp Black activists in the south? Southern activists in general?

Also worth noting that from the time literally George Washington was president to 2021, Nashville was one Congressional District.
