Yeh, the start is the heaviest mute, then it's occassional. But it's possible it somehow got worse lol.
However, not sure how much I'll trust them to fix it in a good pace because man. HSR is the only hoyogame to have fixed their mute issues from past quests, so I have low hopes.

That would be new, because nothing major was mute when I played. Mostly exposition to make the story flow better. But all the major cutscenes are voiced.
