European and Latin American states must act now for *all* those forcibly disappeared and arbitrarily detained in Venezuela.

And support consistent international scrutiny and mechanisms that can deliver justice for these crimes.

Enforced disappearances & arbitrary detention are part of a widespread, systematic attack on real or perceived dissent in Venezuela.

The targeting of foreign or dual nationals seems aimed at exerting political pressure on governments worldwide in pursuit of impunity.

Spanish citizens Andrés Martínez & Jose María Basoa have been detained since September 2024 and accused of unsubstantiated charges.

Their precise whereabouts & situation were unknown for over a year and they remain detained.

Italian-Venezuelan national Biagio Pilieri was arbitrarily detained on 28 August 2024. A journalist and politician, he was subjected to enforced disappearance and is still being denied family visits and medical care.

Hungarian-Venezuelan national Luis Palocz was arbitrarily detained on 14 December 2024. His fate and whereabouts were unknown for days. His relatives now know he was sent to the El Helicoide prison.

French citizen Camilo Castro was also arbitrarily detained at the border with Colombia, on 26 June 2025. His fate and whereabouts were unknown for months and he was only recently granted consular assistance.

Nahuel Agustín Gallo from Argentina was detained at the border with Colombia on 8 December 2024. Since then, authorities admitted his detention but refuse to release him.

Danner Barajas from Colombia was detained for no apparent reason one year ago, on 7 November 2024, when he was about to cross the border between Colombia and Venezuela.

His fate and whereabouts remain unknown.

With so much at stake, human rights must be at the very heart of the EU-CELAC partnership.

Both regions must affirm the important role of rights defenders and civil society, ensuring their views are taken into account in policy & practice - at this summit and beyond.
