The article contributes to the strategic culture discussion by shedding light to the interaction between the EU and member states levels in policy, strategic narrative, and practice change. The study is empirically rich, consisting of two parts and drawing on both primary and secondary data.

The article contributes to the strategic culture discussion by shedding light to the interaction between the EU and member states levels in policy, strategic narrative, and practice change. The study is empirically rich, consisting of two parts and drawing on both primary and secondary data.
We approach the question through the lenses of strategic culture and examine the dynamics of strategic narratives, policy, and practice evolution of EU institutions and four member states. Our findings point to a changed strategic narrative and an evolving practice regarding EU military assistance.

The use of the European Peace Facility (EPF) to provide lethal aid to Ukraine marked a significant shift in the EU’s security and defence policy. We wanted to see whether this "breaking of taboos" was just that (and an exception) or whether it reflected and/or perhaps catalysed a broader change.

One of the points I stress is the rationality and imperative of supporting the vibrant and diverse civil society actors in Sudan, not because it’s morally good but because it makes sense from a strategic point of view.

One of the points I stress is the rationality and imperative of supporting the vibrant and diverse civil society actors in Sudan, not because it’s morally good but because it makes sense from a strategic point of view.
In the paper I discuss three broad trends that are witnessed across conflicts in the multipolarising world, related to the changing scope and nature of external interference and conflict management agendas and exclusions. I also discuss what this means for the European Union in particular.
