I loved O Porto dos Gatos in Porto, Portugal. It’s a vegan cat cafe with outdoor tables where the cats can roam freely, plus an indoor room where you can pet the cats. There’s no entrance fee, though you are required to order something off the menu. The cats are rescues (lots of strays in Porto).
