DV rates spiked during lockdown, but congregate living violated social distancing orders or had to be dramatically reshaped. Providers had to scramble to maintain support for clients under this new set of restrictions. Yet they also innovated, especially with using technology for accessibility!

COVID was...rough on all of us. But social service providers found themselves facing increased need and hamstrung operational capacity.

We use novel survey data to understand how this manifested in US DV shelters. DV shelter contact info comes from a roster I hand-coded over 5 years.

Our findings highlight that, in order to successfully implement DVHF, funders should specifically support staffing hours within the budget and help programs adapt HF to their needs. Further community investment is needed to improve access to fair/affordable housing.
