No offshore developed yet (though we should) and it’ll be very hard to stop already contracted wind development—most benefits are concentrated in rural areas.

Yes I think it’s is why — holding aside the mkt failure of underinvestment in wires — incentivizing and integrating VRE is relatively simple and cost effective. Ig my Q relates more directly to marginal unit of abated emissions, deep decarb, requiring firm power.
