I’m not sure where you’re getting the 27% figure, but If your calculations include the highest rents, which typically increase slower than the lowest rents, it artificially depresses the rate at which rent is increasing for regular people.

Even 73% of all residents in Portland’s affordable housing pay rent that is technically unaffordable to them, per city data. NLIHC data shows PDX renters at all income-levels below 100% AMI are more rent burdened than a decade ago, and affordable housing availability is even worse.

Using AMI to evaluate rental affordability doesn’t make sense anyway. AMI skews toward wealthier residents and outstrips/grows faster than average renter income. AMI is $124k and has increased by 66% since 2017. Average renter wage is $54k and has increased by 50% since 2017.
