I can't understand how anyone would think this is a good solution. Completely removes the negotiating power of a group, plus insurance companies now have to keep track of millions of individually negotiated rates, plus send out all the required information for renewals to millions of people.

Actually, it forces the appeals court to move faster. She was pre-empting the full court, which could have issued a stay with no deadline. Instead, there's a firm deadline now.
