The Constitution says that each state arranges voting in a manner that they see fit, unfortunately.

There's a strong legal argument that this forbids the feds from enforcing other parts of the Constitution (like fair representation) in this particular area. Which seems bad...

Government is the least bad mechanism we've found to incent as much of that as possible.
