Similarly to how, in many countries, declaring milk in the front packaging and ingredients of a product doesn't remove the need for the "CONTAINS MILK" tag as well. Legally you can't leave things implied, everything that can be said should be said

While IP69K usually requires IP68, legally they're different standards and should both be specified
