A bit of curry powder can help. Cinnamon, likewise (but not in the same batch as the curry). Decent but not too good stew beef. Cumin and garlic are a must. And take the time to cook it all down.

Write to the County Board (I did so several weeks ago) and ask. They allegedly are "looking at" the issue and the rules surrounding it. Time to pile on the pressure!
