This map is not accurate. Two are solar farms (no battery) one of which states under construction but has been finished for several years. Doesn't say much for the rest. Two are situated in existing industrial areas. What, exactly, is the issue?

This. I'm a Scot who's driven south of Preston three times this year where road congestion (unlike at home) is epidemic. Something sorely needed to combat this and road charging targeting peak usage might work. But not solely targeting EVs which are the least harmful mode of road travel.
