Claghorn was a pastiche of southern mannerisms picked up by a comedian hitchhiking across the southern states. He rode a few days with a Texan rancher who had a really funny cadence and turned it into a radio show character.

No argument. The US senate is deeply undemocratic, but it doesn't have to be. It needs to be reformed or removed, but I don't see either happening anytime soon.

I think they're referring to many democracies having upper and lower houses. But those democracies don't give the upper house as much power as the US has.
