Granted I’ve only become familiar with the lit in the last year. But what I think is more novel here is not the culture argument part. In the paper the causal chain more or less begins with unequal state building that then shape “culture” responses. So then the culture/behavioral effects are ds.

Ah makes sense. I think their diss has an updated version. Funny enough they are a postdoc at an institute at Berkeley law ran by Boudin now.
