So the leaders of the nonprofit mentioned in the story are a tea party organizer and a trump pollster, and they’ve got buy-in from a Republican member of congress. I feel like they’re probably just one arm of a larger “prevent a democratic majority” alliance.

Most "work-managed" devices aren't supplied by the employer, but employees logging into a work-related system such as email, and pressing a little popup agreeing to make their private device work-managed and automatically have local settings and policy set to be compliant with domain to allow login.

If they have management software installed on your phone, they own it completely, meaning they have access to everything. The only difference is who paid for the phone (you just donated hundreds of dollars to your employer in effect).

Make them give you a work phone.
