The problem is military paradigms hold that “waiting to attribute the attack, post injury, risks being unable to mount a successful retaliation” —if the First-Strike was a prelude to a larger volley, or incoming coordinated assault.
Military has a tradition of “Jamming the President” on this matter

Yeah “Launch on Warning” doctrine is wild — has POTUS ordering retaliatory strike (sometimes before the attack is completed) regardless of incoming attack’s success or attribution for origin.
Realistically it wouldn’t take long to, after the hit, to tie the radioactivity back to refinement intel.

This is where Annie Jacobson’s book comes in handy for explaining the military rationale that retaliation is the only tool to create deterrence anew. Military paradigm holds that retaliatory strikes be overwhelming & decaptitating, showing the world that any first-strike = certain massive death.

In short, the problem here is not that Signal ‘chose’ to run on AWS. The problem is the concentration of power in the infrastructure space that means there isn’t really another choice: the entire stack, practically speaking, is owned by 3-4 players. 11/
