And on top of the requirements that directly relate to better managing extreme weather events they need the more fundamental elements of infrastructure (both physical and conceptual) to enable an adequate response.
Some good tidbits here on what is needed for 'early warning for all' to truly be accomplished. Countries like Chad need not just the technical equipment, but the capacity and personnel to maintain it, and to interpret and share the data.

Worrying given that mangroves are regularly cited as a nature-based solution for climate adaptation in many coastal areas. Additionally they provide vital nurseries for many marine species.
