It also includes ending prohibition of new nuclear plants.

Actually, US will install nearly 40 GW of solar in 2025 and nearly the same amount in 2026, despite MAGA and Trump's war on solar. That is a lot, but it would have been more.
They are slowing deployment of solar and wind in the USA but not stopping it.
