This seems like the most likely explanation. Every business and country that wants relief from the tariffs will have to come crawling to Trump for an exception. He will extract from them whatever he can get, without regard for how his policies are hurting people or businesses. He only wants power.
Those trying to understand the tariffs as economic policy are dangerously naive.

No, the tariffs are a tool to collapse our democracy. A means to compel loyalty from every business that will need to petition Trump for relief.
