Congress has never had legislation to impose Section 3 disqualification before because the Slaveholder Rebellion was obvious and uncontested. Republicans have pretended that January 6 is complicated to avoid the argument. An amnesty bill forces that discussion, and it’s lose/lose for the GOP.
