Even for those that opposed the discharges, it's clear that Johnson is unable to effectively manage the business of the chamber.

But the sunset of the subsidies has been known for 15 years, it's Republicans that have wasted all that time refusing to work on this issue.

I would argue that the Speaker of the House should not *have* control over the proceedings, and should only act as a manager, not a decision-maker.

Example: he unilaterally held the entire chamber hostage for 6 weeks this year during the shutdown, preventing the body from carrying out *any* work.
