Sure, but in Georgia especially, & other purple & even red states, I see the real winner as cheap, clean energy, and the loser as vertically-integrated monopoly utilities who see their regulators as their friends rather than those limiting their profits: (2/2)

Just think about it: revenue in fund is from emitting carbon. If we use that money to fund something essential (other than climate mitigation) we create a dependency on that revenue, which means more carbon pollution needed to keep coffers full: (2/2)
