Well if they've got the balls, the House can simply refuse to seat some Democrats just because.

SCOTUS will not like this but there's no actual enforcement mechanism that can constitutionally force the House to seat a member.

If they didn't care, they wouldn't be defending hundreds/thousands of habeas suits across the US, among other things.

All authoritarian states care about following the rules. But over time they mold the rules so that they don't get in the way.

Federal construction on federal land does not need any local permit or have to abide any state or local codes.

There is NEPA though --
