VA doesn't enforce the law that requires vehicles to be registered in 60 days in the county, many drivers are preventing automated ticket enforcement via states w/o reciprocity, but also evading local property taxes as they use local benefits & infrastructure:

When public schools were no longer able to freely discriminate after 1954 Brown v BoE, that is when segregation academies, vouchers, charters, etc. All w/ long term goal of school only 4 the rich.

Ebikes have helped bridge some of that.. but frankly for me I like the 6 speeds on my Brompton and note they even have some with 12 speeds now.
