CR 406.7 covers Exile, there's nothing for the Library
Should they trigger on Scry?
Or on a Library → Library move (e.g. Stock Up)?

Could you clarify the intent behind this rules question?
If Dress Down is in play and I cast Overlord of the Balemurk for its impending cost, does it enter with counters?
It seems there’s no precedent for this scenario and CR614.12 doesn’t seem to apply
