It could be a way of building a state based, national membership organization. Could identify and develop leaders who could become viable with a base of power to run for elected office, could model what state level democratic health policy leadership could work.

This would be a way of symbolically challenging the undemocratic and unjust health policy systems that enrich some and immiserate and make the rest of us sick.

Right now health policy is totally captured by capital and governors who appoint health commissioners. Legislatures are unable to successfully intervene in any of it.
