Historically, Transport for London (TfL) and London boroughs have used injury collisions reported to the police to identify places to improve. This study examined 317 hours of video footage from 60 cyclists. Near misses put people off cycling. Fewer near misses means better conditions for cycling.

It's maybe not as easy to "tweak" as you think. TfL say:
