Makes perfect sense:
🔷Drug kingpins & their cronies (like Juan Orlando Hernandez) can afford to pay him off.
🔷Drug trafficking foot-soldiers (like dozens of men on destroyed boats-- if they were even traffickers) can't.

As simple as that.
