Federal criminal procedure is not my wheelhouse so I could be entirely off base, but there may be a distinction between a "judicial" tolling (what Judge Currie is discussing in the footnote ) and a statutory extension after dismissal that will turn on interpretation of the language in 18 USC § 3288.

Something I also found really interesting was the heavy emphasis on conformity in protest, something that is anathema in all walks of american political life. eg: swathes of the crowd would be directed to sit down on the ground at the same time; this locked the crowd in space and prevented crushing
