The Harris campaign says they are seeing "high Puerto Rican turnout in Philadelphia." They also have already exceeded 2016 raw turnout in the city, which is a Dem stronghold in a key swing state.

NEW: A federal judge in Georgia just threw out the RNC's lawsuit claiming that Georgia counties broke the law by accepting absentee ballots over the weekend. The judge says the complaint lacked a "basic level of statutory review and reading comprehension." Details TK. (via Kyle Cheney)
