Not just in 2019, after 30 years of writing about the NHS, I've seen these ideas so many times, but the funding needed to actually put them into practice, well that has never materialised!
In January 2019 May announced her government's 10 year plan for the NHS. It is still being implemented and included:

“shift resources out of hospitals into community services”

“specific emphasis on digital access”

“considerable stress on preventative work”

Compare that to Streeting's 3 shifts:

The bicycle that I used to call ‘the old iron’ has been retired, and now I have ‘the new iron’, which I shall henceforth call ‘the old iron’, here pictured near its place of manufacture, Ironbridge (and actually on the Ironbridge). This will be my last bicycle.
