In general, the incidence of a tax will be split between the producers and consumers. The amount of each depends on the relative elasticities of supply and demand.

I think this article is showing that our demand is relatively inelastic, and consumers are paying more of the taxes.

From my experience the rich homeowner are rich retirees on bikes. They just got lucky to buy in the right neighborhood 20 or 30 years ago and don't understand that other middle classers weren't so lucky!

This graph would be better if it showed per capita road deaths. There are also 20 million more people in the US than in 2015.
