This is verifiably false. Costs went up with participation due to the pandemic in 2020 and 2021, but started coming back down by 2022 and continued to decrease in 2023.

Congress ceding war powers almost entirely to the president after 9/11 is surely one of the largest unforced errors in the history of congressing.

And it's not like they couldn't foresee its use by a recklessly incurious president as they handed it to George W Bush...
