There was a time during the late 50's when Canada USA political relationship had soured some, and one of the results was Canada purchased a squadron of Soviet built Mig 21 fighter jets ...much to the consternation of our American neighbours.

The downside is the added wear and tear on empty cars is still a large expense. The brake systems and wheelsets wear out if the cars are empty or full.
My son and I were recently privy to a tour of GO Transit maintenance facility, it's quite an eye opening behind the scenes experience.
