Yes, signalling to markets that fuel-tax has a (more efficient) long-term replacement (that could involve into variable road pricing) makes a lot of sense.

Just need to ensure incentives to transition are stronger for longer.

And even though inequality creates a higher savings ratio (which means more investment), generally those funds don’t go to productive assets as weaker consumer spending reduces the incentive for firms to invest. So the extra savings just sits in housing etc. and productivity stagnates.
