The Dexter Underpass was designed in 1890 by UofM's first Black engineering graduate, Frederick Blackburn Pelham at the age of 25.

Pelham began his civil engineering career with the Michigan Central Railroad in 1887. Sadly, he passed from pneumonia in 1895 at 30 y/o.
