If you’re going from meeting to meeting as a city or other official and it’s important you need to park close and quick, just use a city car. Any vehicle with government plates cannot get a parking ticket. She’s likely trying to skim off the top by reimbursing mileage from her personal vehicle.

It’s not just “the cops”, there’s tons of city employees, some of which are political appointees of Ginther, who live outside the city limits of Columbus.
