Asked DHS about this. Answer: rules are different during a shutdown, so people will first hear about changes in the media or ODHS comm channels but not get a mailed notice. The ONE app is the fastest official method.

My first paper, The Hawk Eye in Burlington, Iowa, published just about anything local residents submitted as letters and we got many racist screeds that referred to Barack Obama solely as “BHO.” Did a double-take the first time an Oregon sheriff emailed about a BHO (butane hash oil) lab explosion.
