Judge Thacker of the 4th Cir quoted a few words from Judge Xinis' description of the agreement on p. 6 of her 4/6 Memorandum. Viewed in context, she was quoting El Salvador's characterization of the agreement, not the agreement itself (which the US hasn't turned over). Here's that part of p. 6.

The order isn't directed to El Salvador. It's directed to the federal agencies and officials in the US who are defendants in the case (and plainly within the court's ability to hold them in contempt). We may be three days away from a "and bring a toothbrush" order setting a show-cause hearing.
