It probably doesn't change the outcome, but the mean of the categories is a horrible way to calculate this. The mean and median of the actual people underlying all categories would be more useful info

Failures of rule-based in history are legion. But not clear that principles-based approach of eg FSA in 2000s was a great success either!

SA? I've never looked at state level SA but Nov should be seasonally adjusting claims down (one week last Nov -30k) so maybe compatible? (Being generous here)

the world bank import/export data suggests is it on the order of 10x more sand exports than imports, and both pretty small, so either their careers covered the entire market or the data isn't really capturing the size (or I misread millions vs thousands)
