Height of efficiency to require a lawsuit challenging, e.g., highly unconstitutional birthright citizenship EO before every single district judge? Make 100s of judges issue TROs? Hundreds of govt atty across the US required to defend in 94 judicial districts (if not in 100s of separate d. courts)?
