Because I'm a whole truth person, I will share that his comment was that other parts of the state should also have helped to shelter them, thereby spreading the financial part of caring for them across the state, not making NYC shoulder the sole financial burden.

And they want to know why women dont want to have children. Tylenol was the one thing women were still premitted to take when sick or in pain during pregnancy.
